Twenty-two of the tribes are in Arizona. They are sovereign nations that have been here for many years. Their history goes back thousands and thousands of years, over 10,000 just where you’re standing right now. It’s an incredibly rich history. There are varying ways that tribes have moved forward to quantify their water rights and to secure funding for infrastructure.
My organization is a federal reclamation project. The Bureau of Recla- mation was created in 1902 by Teddy Roosevelt and Congress to settle the West, to find the capital, and to build infrastructure. So my organiza- tion is a political subdivision of the state. We were built to run this infra- structure even though it is ultimately owned by the federal government.
